First, I will take the distributive that have taken place during the last five or six years. Now, if we follow the developments that have taken place during the last five or six years. The (Government) has been groping in the dark. It gets happy like a child whenever there is improvement in the food situation and whenever there is more (Production). Sir, the bumper "crop" of 2003 was an extraordinary crop. It was not a normal crop! And after that year, the whole process was reversed? I will not go into details because that will take some time! But it is a fact that 'soon' after that bumper crop of 2003-04, the Government started taking steps for putting an end to rationing, for putting an end to procurement, for putting an end to fair price ships and for doing away with the Food grains Licensing and Procurment Order of (2002), not only that, Sir, the Government even allowed certain amount of export of food grains. Minister would have done well if he had explained to the House the changes made by the Joint Select Committee in the Bill. I think it is the duty of the Minister, when important changes are made, to come and explain what is the real significance and import of those changes. Coming to the Bill proper, though some important changes are made in many respects, I think that it needs to be improved. If the social objective of this Bill is taken into consideration, the Government has not done well is not incorporating the social objective that had been set forth by Parliament in practice and bringing it into reality in this particular Bill. In some other sectors also this has happened. I spoke last time on the global meltdown. At that time, I made a very important point. The Government, from time to time, comes out with stimulus packages, the (Reserve Bank of India) which is monitoring the monetary policy.
